While the format will give associate and affiliate member nations a chance to participate, the number of participating teams in the tournament will be fourteen teams, the exact number as was in the 2011 World Cup.

The format of the 2011 version has been maintained. Fourteen teams in the original stages will be separated into two groups of seven. After the seven teams have played among other once, the top four teams from both groups would qualify for the level of quarter-finals. The format make sure that each team, even if they way out in the group stage, gets to play a minimum of 6 matches.
